City-Initiated Proposed Charter Amendment No. 5

(Conflicts of Interest – Ordinance 066, 2025 and Ordinance 109, 2025 (final ballot language)

Ballot question:

Should we allow council members to sell real estate to the city for city projects? as well as should we let the city rent out properties to city employees (with the city's managers' permission) when it helps the employee do their job, and when it is helpful to the city? In other words, the proposed change would let the city buy real-estate properties (houses real-estate and land water and mineral rights) from city council members when the city needs the property for city projects, wile paying a fair market price (what they would get from selling the property) but it would still need the council member to be removed from the decision making process when it concerns their property. It would allow the city to rent the city properties to city employees when it is helpful to the employee's job.


What Yes means:

You support the changes being made to the conflict of interest sections of the city charter. Specifically, the city is buying property that belongs to council members, and the city is renting out property to employees when it relates to their jobs.


What No means:

You do not support the changes proposed; you would rather leave the article as is.
